The Department for Environment, Food and Rural Affairs (Defra) is responsible for the delivery of the UK Government's Greenhouse Gas Inventory (GHGI) to the United Nations Framework Convention on Climate Change (UNFCCC). In this capacity, Defra is required to establish a National System for inventory data provision, in accordance with Article 5 of the Kyoto protocol and European Commission Decision 280/2004/EC, in order to support compliance with the UK and EU's Kyoto Protocol commitments. |

| To ensure the consistency and accuracy of data used within the GHGI, now and into the future, Defra is developing the UK's National System through the implementation of contracts and agreements with key data providers. |

| In addition to the datasets obtained from official sources the GHGI relies heavily on the submission of key datasets from organisations such as Trade Associations, NGOs, non-government industry regulators and in some cases from individual companies. |

| In cases where the data supplied are identified as a significant component of the emission calculation methodology for a key sector for the UK, then Defra have implemented a rolling programme of introduction of Memoranda of Understanding to incorporate provisions regarding QA/QC requirements and the timeliness of data supply. |
