| The Department for Environment, Food and Rural Affairs (Defra) is responsible for the delivery of the UK Government's Greenhouse Gas Inventory (GHGI) to the United Nations Framework Convention on Climate Change (UNFCCC). In this capacity, Defra is required to establish a National System for inventory data provision, in accordance with Article 5 of the Kyoto protocol and European Commission Decision 280/2004/EC, in order to support compliance with the UK and EU's Kyoto Protocol commitments.

| To ensure the consistency and accuracy of data used within the GHGI, now and into the future, Defra is developing the UK's National System through the implementation of contracts and agreements with key data providers. |

| A key component of the UK GHGI dataset is the carbon emission factors applied to fuel use data, and this impacts
upon the data utilised by the EU Emissions Trading Scheme, as many default factors for the EU-ETS are derived from the UK's national
