Official Statistics

The Department for Environment, Food and Rural Affairs (Defra) is responsible for the delivery of the UK Government's Greenhouse Gas Inventory (GHGI) to the United Nations Framework Convention on Climate Change (UNFCCC). In this capacity, Defra is required to establish a National System for inventory data provision, in accordance with Article 5 of the Kyoto protocol and European Commission Decision 280/2004/EC, in order to support compliance with the UK and EU's Kyoto Protocol commitments.

To ensure the consistency and accuracy of data used within the GHGI, now and into the future, Defra is developing the UK's National System through the implementation of contracts and agreements with key data providers.

Official Statistics

The GHGI draws on many datasets from official statistics provided by other UK Government Departments and regulatory bodies. To ensure consistency of the supply of these datasets, and to formalise the requirements of QA systems and QC checks that these data suppliers adopt in the provision of data for the UK GHGI, Defra and AEA have undertaken to implement a series of agreements with these key sources. Agreements are being drafted with the key data providers in the form of a series of Memoranda of Understanding which incorporate statements as to the QA/QC requirements and the timeliness of provision of key datasets.
